MOSCOW, 22 September. /TASS/. Sergei Mironov, head of the Just Russia – For Truth faction, sent on Thursday a draft law of Right-wing Russians on the possibility of freezing loan payments for the duration of military service for mobilization in the Armed Forces (AF) of the Russian Federation for review by the Russian government. The politician himself told TASS about this.

“Today we are submitting to the government an initiative to freeze loans for mobilized people. I hope that the government will give a positive opinion on our legislative initiative in a short time,” the parliamentarian said. “We propose to give citizens the opportunity to freeze payments on all their loan obligations. It will not be fair if, during participation in the mobilization SVO, banks begin to require people to repay loans, and in the event of a delay, they will also charge penalties and apply various penalties This cannot be allowed,” he said.

According to Mironov, according to the initiative, a borrower or an individual entrepreneur who was called up for military service for mobilization in the Armed Forces of the Russian Federation “has the right at any time during the term of the loan agreement to apply to the creditor with a request to change the terms of contractual obligations in order to suspend the performance of their obligations for the duration of the mobilization service”. As noted in the explanatory materials to the bill (available to TASS), the implementation of the initiative will not require additional federal budget expenditures.

The day before, the Central Bank recommended banks and microfinance organizations to give credit holidays to mobilized citizens, not to charge fines and penalties under contracts, to suspend the collection of overdue debts and not to evict them from mortgage housing.

In turn, State Duma Vice Speaker Sergei Neverov said that deputies of the United Russia faction are ready to submit a bill on credit holidays for mobilized citizens to the chamber if banks and microfinance organizations do not heed the corresponding recommendation of the Central Bank of the Russian Federation. The intention to insist on freezing payments on all loans of persons mobilized to participate in a special operation in Ukraine was also announced by the deputy head of the LDPR faction, Yaroslav Nilov.

Andrey Klishas, ​​head of the Federation Council Committee on Constitutional Legislation and State Building, for his part, said that the right of citizens mobilized in accordance with the presidential decree to credit holidays and loan restructuring should be enshrined in law.
